Book launch
New working paper from Samara
Olga Olisova, from Svobodnoe mnenie, a research group in Samara, has written a NIBR working paper – “The Role of Public Consultative Bodies in Policy-Making in the Social Sphere in the Samara Region”.
The working paper was commissioned in order to obtain more general information on the functioning of Russian consultative bodies at the regional level. Two consultative bodies with a rather general approach to problem-solving in the social sphere were selected for a closer investigation. The working paper illustrates barriers and success criteria for the functioning of two such bodies during different stages of the policy cycle. Though based on a limited number of cases, it still provides important insights into relations between state institutions and civil society in contemporary Russia.
Netgovru workshop in Oslo
A Netgovru workshop with all core members of the research team was arranged 11-12 December 2014 in Oslo to discuss four contributions (a ‘symposium’) to be submitted to a leading journal on East European politics. The articles will be submitted for review shortly. We had very good and fruitful discussions on each of the article drafts, and on theories and empirical findings on network governance and other governance modes in Russia. Plans for a book were also discussed.

Labour migration from Central Asia to Russia – State Management of Migration(downloadable)
This report investigates the Russian state’s management of labour migration from Central Asia. It explains recent law amendments and also brings in the perspective and experiences of relevant nonstate actors. What are the aims and means of the Russian state in this policy field, how does it go about achieving its aims and what are the side effects, problems and insufficiencies of state policy?
