Evaluator of strategies, programs, projects with 130 evaluations/reviews, fieldwork in over 50 countries, including in Eastern Europe, Western Balkans, Caucasus. 13 years in Africa for UNDP, Norad, World Bank, 3 years as professor in economics, University of São Paulo. Work areas include policy studies; conflict, post-conflict and fragile states; governance, human rights, democratic voice and agency; public finance management, risk assessments, anticorruption; institutional, organizational and human resources development; monitoring, reviews and evaluation including methodology development and training.
RESEARCH INTERESTS
Local level development – voice and agency; Democratic backsliding – organised crime, state capture, regional networks; Local economic growth – value-chain cluster growth, innovative financing/risk mitigation, preparing for EU competition.
