The Norwegian Institute for Defence Studies has launched the Program for Ukraine and Full-Spectrum Threats (Program for Ukraina og fullspektrumstrusler), a research initiative under the Centre for International Security (Senter for internasjonal sikkerhet). The program responds to the dramatic escalation of Russia’s war against Ukraine in 2022 and its impact on European security.
Building on the legacy of the earlier Ukraine Program (2020–2025), this new initiative aims to deepen understanding of Ukrainian security policy and the broader implications of Russia’s military and non-military operations for Ukraine, Europe, and Norway.
Key Focus Areas:
- Ukrainian domestic, defense, and security policy
- Societal and governmental resilience against Russian aggression
- Russian full-spectrum threats and their relevance to European and Norwegian security
- Russia’s strategic posture toward Europe and its implications for NATO and national defense
Activities Include:
- Publishing research on the war in Ukraine and evolving threat landscapes
- Hosting seminars and workshops with Ukrainian, Norwegian, and international experts
- Supporting Ukrainian scholars through exchanges and training
- Facilitating academic collaboration between Norwegian and Ukrainian institutions
- Strengthening ties with the National Defence University of Ukraine (NDUU)
