New report: “Settlement, integration and employment under a temporary perspective: Experiences and perceptions of Ukrainian refugees and municipal refugee services (2023-2024)”

The Directorate of Integration and Diversity (IMDi) launched the report “Settlement, Integration, and Employment under a Temporary Perspective – Experiences and Perceptions of Ukrainian Refugees and Municipal Refugee Services” at Deichman Bjørvika on January 15, 2025. Conducted by the Norwegian Institute for Urban and Regional Research (NIBR) at OsloMet, this report is part of an annual research project that maps and analyzes the experiences of Ukrainian refugees with settlement, integration, and employment in Norway. It also examines the challenges and opportunities faced by municipalities, particularly their refugee services, in these processes. The full report is listed below.

During the event, NIBR researcher Vilde Hernes presented the main findings from the project. These included changing trends among Ukrainian refugee arrivals, refugee perspectives on temporariness and future opportunities in Norway, and labor market integration.

This was followed by a Q&A session with the report team: Vilde Hernes, Aadne Aasland, Oleksandra Deineko, Marthe Handå Myhre, and Trine Myrvold. The event also featured a conversation with two Ukrainian refugees from Sarpsborg, Valentyna and Mariia, and concluded with remarks by Kjetil Vevle, State Secretary of the Ministry of Labour and Social Inclusion.

This study builds on two previous reports: “Ukrainian refugees – experiences from the first phase in Norway” (2022), which focused on the refugees’ initial encounters with Norway, and “Reception, settlement and integration of Ukrainian refugees in Norway” (2023), which examined their experiences with integration and public services in Norway. The project’s aim is to gain insight into refugees’ interactions with public services and Norwegian society, and their thoughts on staying in Norway or returning if the war ends. It also maps the municipal efforts in settling and integrating Ukrainian refugees.
